Rwanda: Disobey or Let Die?
To mark the 30th anniversary of the Tutsi genocide
Kigali, April 1994, as the genocide breaks out, more than 2,500 Tutsi civilians find refuge in the grounds of the École Technique Officielle (ETO), base of the largest Belgian para-commando regiment of the United Nations Assistance Mission for Rwanda (UNAMIR). The UN flag and Blue Helmets prevent the Hutu killers from entering the school grounds.
Four days later, the Belgian Blue Helmets were ordered to leave, accompanied by 147 Western expatriates and escorted by French troops from Operation Amaryllis. hey abandoned the Tutsi civilians, who were massacred. Fewer than 70 survived.
Drawing on the testimonies of the main protagonists and previously unpublished archive footage, this documentary recounts the hesitations of the international community. Not content with a gloomy assessment, it poses an essential question: should the military, faced with a manifestly illegal order, be recognized as having a duty to disobey?
